At dawn a small wooden boat carrying 21 Bangladeshis and one Congolese is spotted drifting in international waters by the NGO, Migrant Offshore Aid Station.The engine had broken down, and the migrants, who had set out before midnight from Libya had been floating without direction or means of communication throughout the night.
